Abstract (eng): | The trips to work and back home are the most dangerous time in the day, because commuting accidents occur 1.3 times more often than occupational accidents. Each accident generates a great deal of costs to the employer, to the municipalities and to the state. It is estimated that traffic accidents causes a total of over 50 million Euros annually in direct costs to the Finnish employers. Despite this, these entities have not paid much attention to prevent commuting accidents. The purpose of this thesis was to study commuting, commuting accidents and compare it to the commuting travel time between different countries and in the Helsinki Metropolitan Area. In this way it could be possible to affect to the traffic safety while commuting and thereby reduce the costs arising to the society. When comparing different countries commuting accidents to the travel time, it can be seen that in countries where the overall traffic safety is on a higher level, this number is also on a higher level regardless of the mode of transport. Sweden and the Netherlands are safer places to commute than Finland and Denmark. Furthermore, although in the Netherlands and in Denmark riding a bike is much more popular than in Finland, the risk of commuting accidents, with a bike, is lower. The cities of Espoo and Kauniainen are the safest places in the Helsinki Metropolitan Area when comparing commuting accidents to the travel time. The results of comparing accidents by different modes of transport depends a lot of the accident data that is compared. This is due to for example different registration criterias. The most of the pedestrian accidents happens during winter time as a slip or a fall. Motor vehicle accidents with a pedestrian or with a biker occur most often in a pedestrian crossing. Passenger car accidents are mostly rear-end accidents on a dry road. Both the employer and the public authorities can in many ways affect the employee's road safety. The employers best way to influence is through the Mobility Management. The government can support and obligate employers to the Mobility Management. The government can also influence on traffic safety with taxes, land use control and laws. In addition, for example better road maintenance during the winter has a large impact on the reduction of pedestrian accidents. |
Abstract (fin): | Työmatkat ovat työpäivän vaarallisinta aikaa, sillä näillä matkoilla sattuu 1,3 kertaa enemmän onnettomuuksia kuin työssä ollessa. Työnantajalle, kunnille ja valtiolle syntyy erittäin paljon kustannuksia jokaisesta työmatkatapaturmasta. On arvioitu, että pelkästään työnantajille syntyy liikenneonnettomuuksista lähes 50 miljoonan euron vuosittaiset suorat kustannukset. Tästä huolimatta nämä tahot eivät ole kiinnittäneet juurikaan huomioita työmatkojen tapaturmien ehkäisyyn. Tämän diplomityön tarkoituksena oli tutkia eri maiden sekä pääkaupunkiseudun työmatkoja, niiden onnettomuuksia sekä verrata onnettomuuksia matka-aikaan. Tällä tavoin olisi mahdollisuus vaikuttaa työmatkojen liikenneturvallisuuteen ja sitä kautta vähentää yhteiskunnalle syntyviä kustannuksia. Maissa, joissa yleinen liikenneturvallisuus on korkeammalla tasolla, on se sitä myös työmatkojen tapaturmien määriä verrattaessa kulkutavasta riippumatta. Alankomaat ja Ruotsi ovat Suomea ja Tanskaa selkeästi edellä työmatkojen liikenneturvallisuudessa. Lisäksi vaikka Alankomaissa ja Tanskassa pyöräillään paljon, on pyörällä liikkumisen riski työmatkoilla kuitenkin selkeästi pienempi näissä maissa kuin Suomessa. Pääkaupunkiseudun kuntia vertailtaessa matka-aikaan nähden Espoo ja Kauniainen ovat turvallisimmat. Kulkutavoittain työmatkojen tapaturmia vertailtaessa matka-aikaan nähden riippuvat tulokset käytettävästä aineistosta, sillä näiden rekisteröintiperusteet eroavat toisistaan selkeästi. Jalankulkijoiden onnettomuuksista suurin osa sattuu talvella liukastumisina tai kaatumisina. Moottoriajoneuvon ja jalankulkijan tai pyöräilijän onnettomuudet sitä vastoin sattuvat useimmiten suojatiellä. Henkilöautojen onnettomuuksia sattuu eniten peräänajoina. Tämän tyypin onnettomuuksiin ei kuitenkaan säällä ole suurta vaikutusta. Sekä työnantaja että julkinen valta voivat monin eri keinoin vaikuttaa työntekijän liikenneturvallisuuteen. Työnantajan paras vaikutuskeino on liikkumisen ohjauksessa. Julkinen valta voi liikkumisen ohjauksen tukemisen ja velvoittamisen lisäksi verotuksen, maankäytön ohjauksen sekä lakien avulla parantaa työmatkojen liikenneturvallisuutta. Tämän lisäksi esimerkiksi paremmalla talvikunnossapidolla on suuret vaikutukset jalankulkijoiden tapaturmien vähentymiseen. |
