Tiivistelmä:A powerful organizational sector comprising of Government-sponsored enterprises (GSEs) and Quasi-autonomous non-governmental organizations (quangos) has been criticized for its lack of accountability to governments and their citizens. Often GSEs and Quangos use practices originating from the business sector, sometimes entering the marketplace as profitmaking enterprises. Related to the contribution of GSE Fannie Mae to the 2008 world economic crisis, the impact of this sector on effective democratic government calls for further examination.
This article presents a systems model suggesting how researchers might extensively evaluate the accountability of organizations, called herein as "gray sector", with respect to their government missions. Herein, four systems dimensions are focused on: i. mission, ii. organizational design, iii. organizational outcomes, and iv. the information feedback process.
