| Tiivistelmä: | The new telecommunications law was enacted on 6th July 1996. Primary task of the regulatory authority is now to operationalize the rules which have been set by law. Concepts and instruments (e.g. cost accounting systems, control routines and benchmarking concepts) can be very important for the implementation of an effective and efficient regulatory policy in the German telecommunications market. It is also possible to combine these tools which may result in very powerful regulatory instruments. Decision makers typically have to deal with a lot of unforeseen specific detail problems in the conceptionalization and the use of regulatory instruments. These problems have severe implications for the effectiveness and efficiency of regulations and therefore for the development of workable competition in the regulated market. |
