| Tiivistelmä: | This paper examines the difficulties associated with implementing trade liberalization commitments in technical, health and sanitary regulations in the NAFTA. New Institutional Economics is used to explain the absence of progress toward removing these forms of non-tariff barriers to trade. The need to rely on government agencies which do not have the managment of interational trade as their primary responsibility for implementation of the provisions of trade agreement is identified as the crucial factor in slowing down the liberalization. As a result those with a vested interest in the lowering of technical, health and sanitary non-tariff barriers should expect the costs of achieving their objectives to be high. |
