| Tiivistelmä: | During the past 50 years, successive rounds of multilateral trade negotiations under the auspices of the General Agreement on Tariffs and Trade (GATT) have focused largely on the liberalisation of trade in goods. One of the main principles underlying the GATT is that trade barriers, in so far as they are used at all, should involve tariffs rather than non-tariffs barriers (NTBs). Negotiations could then concentrate on binding tariff rates and securing multilateral reductions therein. |
