| Tiivistelmä: | This article discusses the changes and challenges involved in the governance of employment in the EU-15 (15 member states) over the past decade. Several changes are explored: the European Employment Strategy, social agreements at national level and bilateral bargaining covering employment issues. Raising employment levels currently is a consensus-making factor at both European level and within countries. However, there is a constant shift in the rules of the governance of labour markets. |
