Tiivistelmä:The article examines the complicated task of continuously organizing projects that include various actors, such as companies, social movement organizations and governmental actors. The author concentrates on the concept of eco-labelling, which is a special type of standardization activity. Case studies of two Swedish organizations are presented. The author discusses the theme of inclusiveness, which is seen as a driver of regulatory credibility and authority, and argues that standardization organizations (SOs) aim to control the participants’ different types of power resources. The SOs are seen as organizational contexts that help to connect the project members and forces them to permanent interaction. This interaction may then lead to collective understandings and expectations which are essential for non-governmental led operations. The results of the study also suggest that organizing these kinds of complex networks has many problems; it is for example difficult to prevent a power shift to the larger organizations.
