| Tiivistelmä: | This study presents an analysis of the stepwise introduction of total quality management (TQM) in a Swedish regional council during a decade. In the process, the mode in that TQM appears in, develops from un-organized statements to a coherent discourse. Each process stage presents different (here as: diff.) conditions of possibilities, generating diff. outcomes. Three analytical aspects of change are identified and analyzed: discourse closure, enrollment of actors and materialization of control practices (original in Swedish). |
