| Tiivistelmä: | This paper's principal idea is that the study of institutionalization (hereafter as: inst.) can be developed if informed by Foucault's disciplinary power concept. Empirically, the focus is on the inst. of TQM, especially at the County Council of Värmland (CCV), Sweden. At the CCV, the focus is on two groups: 1. the "new management" and 2. the "old administrators". It is shown that the dissimilar discourses (here as: discs.) and techniques (as: techqs.) of control advanced by 1. and 2. frame and discipline their worldview. Accordingly, the discs. and techqs. favoured by the managers/administrators at the CCV cause a lack of reflexivity and openness (original in Norwegian). |
