Tiivistelmä: | This 'debate' article discusses the usage of publication/citation and external funding as measures for quality in the Swedish university system effecting resource allocation. One argument has been that these are "objective" measures whereas evaluations and peer reviews are "subjective". Herein, it is argued that both measures are built on peer reviews with all their error sources. Btw. research and teaching, the coupling is going to be still "looser" in a system with such a low budget for teaching and with full cost based taxation of external funds. Possibly this budget process problem can get solved with reference to well established Nordic research (original in Swedish). |
