| Tiivistelmä: | This article quantifies the effect of incentives related to potential membership on institutional change using data from the World Bank Governance Indicators. Based on a panel of 25 transition countries for 1996-2008, we demonstrate that pre-accession incentives provided by EU and NATO evidently matter for institutional development. Moreover, path-dependency determined by cultural norms may be overcome by liberalization of the economy, while foreign aid encumbers institutional development. |
