Tiivistelmä:Public systems of higher education have recently tried to reduce costs by providing financial incentives to cut duplicated programs, i.e. programs being offered at certain institutions. We examine the profit and welfare effects of cutting program duplication, in the perspective of a funding system reform in Flanders, Belgium. Dropping duplicated programs at individual institutions is found to be socially undesirable in general, due to studentsÂ’ reluctance of traveling to other institutions and the limited fixed and variable cost savings. Moreover, we find that the financial incentives provided to drop programs can be very ineffective, resulting in both undesirable reform and undesirable status quo. The results highlight the complexity of regulating product diversity in higher education, and serve as notice towards the various recently introduced decentralized financial incentive schemes.
